Being Civil Service but having over 40 quarters of private sector work, I still come under Windfall (which I didn't understand). My wife has been drawing SS since her 62d birthday 3 years ago. Should we have filed for spousal benefits at that time? Was I eligible? Is there any recourse to filing if eligible? Can I appeal? Thanks you in advance for your reply. Devin Carroll 1 Posted November 30, 2018 If you think the WEP is unfair, you don't want to know about the GPO. ? The WEP is a reduction to benefits from your work history, the GPO is a reduction to spousal or survivor benefits. The reduction amount is equal to 2/3 of your government pension.
