Help filling out forms regarding overpayment

I am looking for help in filling out a waiver form and understanding a notice of overpayment. My mother is having a lot of difficulty with this and with finding a lawyer to help her with this. I live in a different state so I cannot easily go to the SS office with her to try and help her with this. Where do I look for help?
