Hi Devin. I am 68 and began receiving SS at 62. Being Civil Service but having over 40 quarters of private sector work, I still come under Windfall (which I didn't understand). My wife has been drawing SS since her 62d birthday 3 years ago. Should we have filed for spousal benefits at that time? Was I eligible? Is there any recourse to filing if eligible? Can I appeal?
